For more than 20 years, Lisa Russell has proudly called District 23 home. Her career reflects a lifelong commitment to public service, with professional experience spanning human services, public safety, and education.
Lisa chose to make her home in the Buckingham community of Bowie because of its strong sense of community, safe neighborhoods, and family values. Her son attended Benjamin Tasker Middle School and graduated from Bowie High School — giving Lisa firsthand experience with Prince George's County Public Schools as both a parent and an educator.
Lisa is running as an Independent because she believes government should serve the people — not political parties or special interests. She is committed to listening to residents, evaluating every issue on its merits, and making decisions based on what is best for District 23.
Lisa began her career helping individuals and families navigate public assistance programs — gaining firsthand insight into the challenges facing working families and those experiencing financial hardship.
She served as a Correctional Officer, developing a deep appreciation for accountability, discipline, public safety, and the importance of effective criminal justice policies.
Lisa dedicated 25 years to education — supporting student success, strengthening partnerships with parents, and advocating for safe, effective learning environments across Prince George's County.
Lisa's commitment to public service was instilled at an early age. She was raised in a family dedicated to serving others — her paternal grandfather served as a Military Police officer in the U.S. Army, her father retired from the Department of Corrections, her mother retired from the State Department of Parole and Probation, and her uncle retired from the New York City Police Department.
Growing up surrounded by family members who dedicated their careers to protecting and serving others reinforced the values of integrity, accountability, respect, and selfless service that continue to guide her leadership today.
