SEVEN PRIORITIES
FOR DISTRICT 23

Lisa Russell doesn't deal in vague promises. Here's exactly what she'll fight for in Annapolis — seven concrete priorities that put District 23 families first.

01
01

Accountability & Fiscal Responsibility

Maryland taxpayers deserve an independent watchdog to root out fraud, waste, and abuse in state government.

  • Support the creation of an independent State Inspector General for Maryland
  • Investigate credible allegations of fraud, waste, abuse, corruption, and misconduct involving state agencies
  • Conduct independent investigations separate from the agencies being reviewed
  • Refer criminal matters to the Attorney General or appropriate law enforcement agencies when warranted
  • Recommend improvements to internal controls and financial management
  • Issue public reports to increase transparency while protecting confidential information required by law
  • Monitor whether agencies implement corrective actions following audits and investigations
02
02

Environment & Infrastructure

A cleaner Maryland starts with protecting our land, water, and air.

  • Oppose the construction of data centers in District 23 due to their environmental impacts, strain on infrastructure, and costs to our community — it adds new noise, NO sustainable jobs. Watch the video here: https://youtu.be/9wDr2dec474

  • Accelerate the transition to clean energy and reduce utility costs for residents
  • Fix aging roads, bridges, and water infrastructure in District 23
  • Expand public transit options to reduce congestion and emissions
  • Hold polluters accountable and prioritize environmental justice communities
03
03

Public Safety

Safe communities require smart investment in both prevention and response.

  • Strengthen community violence policies and programs to reduce crime
  • Support training for mental health crisis response for our police and first responders
  • Fully fund law enforcement and emergency services
  • Support and strengthen youth crime prevention within District 23
  • Support family counseling for families in crisis
  • Strengthen homeowner protection rights from invasion and other nuisance crimes
04
04

Quality Education

Common-sense education reform that puts students, teachers, and families first — no wasteful spending.

  • Repeal or amend statutory provisions that take effect in FY 2027
  • Review and revise the Blueprint for Maryland's Future with common sense — no wasteful spending of taxpayer dollars
  • Increase teacher pay to attract and retain the best educators in District 23
  • Strengthen safer learning environments for students, teachers, and staff through legislative action
  • Support mental health and family counseling for stronger families and healthier schools
  • For Prince George's County, including Legislative District 23: the county is responsible for a larger share of employer pension costs than before — those additional costs become part of the county's annual operating budget, and combined with increasing Blueprint obligations, this creates additional pressure on local finances
  • Potential effects include increased pressure on county property taxes or other local revenues, more competition for funding among education, public safety, transportation, parks, libraries, and other county services, and reduced flexibility when preparing future county budgets

Affordable Housing

Every family in District 23 deserves a safe, stable home they can afford.

  • Expand the Maryland Affordable Housing Trust Fund to increase housing stock in District 23
  • Strengthen homeowner protections against predatory lenders and title and property deed theft
  • Expand tax credits for homeowners and families with fixed incomes
  • Expand and incentivize housing developers to build energy efficient homes
  • Strengthen and hold homeowners accountable for housing related violations, habitability standards, housing laws, and code enforcement
06
06

Economic Opportunity

Good-paying jobs and thriving small businesses are the backbone of District 23.

  • Support small and local business owners with streamlined permitting and access to capital
  • Advocate for a living wage that keeps pace with the cost of living in Maryland
  • Expand workforce training programs in partnership with community colleges, utilizing public school facilities to increase accessibility
  • Fight for fair procurement policies that prioritize small and local businesses
07
07

Healthcare Access

No one in District 23 should go without the care they need.

  • Expand Medicaid coverage for our veterans, seniors, and most vulnerable — protecting them from cuts in funding
  • Increase access and funding for quality community health centers
  • Expand legislation to lower prescription drug costs for Maryland families, veterans, seniors, and the most vulnerable
  • Increase behavioral health services and addiction treatment programs for individuals and their families
